The forecast is based on the sea surface temperature anomalies in the Atlantic Ocean during May 2013.
SST anomalies point to a negative NAO during the winter of 2013/2014 - Which may enhance the chance of a colder than average winter for North America, Europe and the United Kingdom.
The NAO forecast makes up just one part of the overall United Kingdom 2013/2014 long range winter forecast, which will begin properly from September 2013 and will culminate at the end of November 2013.

Consensus among the models seems to be for slightly cooler than average temperatures with near normal precipitation.
